Tuning Journal for Higher Education (TJHE), Tuning Journal in short, is a joint initiative of the University of Deusto (Spain) and the University of Groningen (The Netherlands). It is run by the International Tuning Academy (Tuning Academy, in short) and published by the University of Deusto on behalf of both institutions.

The Academy is an International Higher Education and Research Centre that the two universities jointly established in 2010. It emerged with the aim of becoming a university centre of excellence and an international reference point in higher education, specifically in those matters related to teaching-learning processes and the design and implementation of quality qualifications.

The Tuning Academy is a result of close collaboration between these two institutions, particularly in the framework of the well-known Tuning project that they initiated in 2000 as a university contribution to the creation and development of a European Higher Education Area (EHEA) and have since extended to other regions of the world.

In various Tuning Educational Structures in Europe projects (2000-2010), which were started as a reaction from HE to the Bologna Declaration of 1999 various Bologna lines were addressed and practical tools were developed to help with its implementation. Over the years, Tuning has received interest from all over the world, resulting among others in the following initiatives: Tuning Africa, Tuning Australia, Tuning America Latina, Tuning Russia and Tuning USA.

The two academic institutions that in 2000 initiated the Tuning projects and have since then been coordinating them are the the University of Deusto (Spain) and the University of Groningen (Netherlands).
